Rs 583.6 billion Punjab budget unveiled: 13 percent increase in allocation for law, order

LAHORE : Punjab Finance Minister Tanvir Ashraf Kaira on Monday presented Rs 583.6 billion tax-free budget in the Punjab Assembly. Kaira presented the provincial budget for the third year in a row. The Finance Minister termed the budget as balanced and development-oriented. Chief Minister Muhammad Shahbaz Sharif and leader of the Opposition were also present in the house.

Total Provincial Consolidated Fund (Revenue + Capital) Rs 805, 705.724 million, total General Receipts Rs 570,381.694 million, Federal Transfers & Straight Transfers Rs 448, 417.238 million, Provincial Tax Revenue Rs 90,078,582 million figured up in the proposed budget.

The Annual Development Plan (ADP) allocation in the proposed budget has been estimated at Rs 193.50 million. Kaira dilating on the budget said Punjab GDP Growth Rate which was 1.2 percent last year had reached 4.2 in the current fiscal year. He said in the light of Punjab Economic Research Institute Report this speaks volume for Punjab government development endeavour. Finance Minister Tanvir Ashraf Kaira said that an increase in this rate was expected in the next financial year.

Speaking about the efforts of Chief Minister Shahbaz Sharif and the consensus arrived at on the NFC Award, he said Rs 98 billion would be received from federal government in additional resources next fiscal year. The minister speaking about the law & order situation said the government had decided to modernise police and in next financial year Rs 49.20 billion, 13 percent more than the current fiscal year's allocation, has been set aside.

Kaira said in order to protect the poor strata of the society against rising inflation, current subsidy has been increased to Rs 21 billion from Rs 15 billion, in the budget. This increase would be spent on wheat Rs 13 billion, Sasti Roti Scheme Rs five billion, Ramzan Package Rs two billion and Public Transport Rs one billion.

He said Punjab Land Development Company had been set up for building houses for poor and an increase of seed money to the tune of Rs 500 million has been earmarked in the next financial year. Kaira said in rural areas 200,000 poor families were being given per family 5-marla land. He said a scheme was being introduced for increase in lease of farmers benefiting 29,000 families, he said.

Speaking about his government's efforts in promotion of education, he pointed out that Rs two billion were additionally being given in the proposed budget 2010-11. He said in order to encourage position holders Rs 215 million were being kept. The minister said Rs 1.80 billion textbooks would be distributed in the proposed next fiscal year.

About promotion of engineering and health education, he said 300 seats increase would be made in the first phase and 452 seats later in coming fiscal year. About budgetary estimates of education, he said with an increase of 12 percent, Rs 53.99 billion would be spent in the next fiscal year. The financial minister speaking about the health sector, stated that for provision of medicines in teaching, DHQ, THQ hospitals, Rs six billion have been kept. For provision of medicines in district and tehsil hospitals he said, Rs 270 million have been kept in coming fiscal year, adding that Rs 300 million have been earmarked for dialysis treatment in next fiscal year.

He said 22 mobile hospitals, kidney centers have also been planned. The minister said with an increase of 16.6 percent, Rs 43.80 billion have been kept for health sector in coming fiscal year. He said Rs 330 million have been kept for hepatitis control. The minister said four new colleges would be established in Dera Ghazi Khan, Sahiwal, Gujranwala and Sialkot. He said a cardiac and a kidney hospital would also be built in Rawalpindi.

Kaira said, 25-acre land would be given on 15-year lease to agricultural and veterinary graduates. Speaking about efforts in solid waste sector, he said Rs two billion have been kept, adding that collaboration of Turkey has also been sought in this regard.

In order to boost agriculture, the minister said the provincial government has planned to give 400,000 acres land to landless farmers in the province in the new fiscal year. Talking about austerity measures, he said Punjab Chief Minister had decided not to use 25 percent revenue kept for CM Secretariat in the coming fiscal year.

The minister stated that from the privatisation of government buildings a sum of Rs 12 billion was expected to be fetched. He stated that the government was making endeavours for solar energy development in the country. He said PPP government was committed to welfare and progress of women and has earmarked Rs 15 billion in the coming fiscal year. About minorities, he said Rs 215 million were kept for their social uplift in the budget.

He said a decision has bee taken to increase pay and pensions of the civil servants in the province. He said these public servants would be given 50 percent increase to their salaries equal to their pay in shape of ad hoc allowance per month. Those civil servants who had been given any allowance equal to their pay or had received any additional allowance earlier would not fall in this category, he added.

About pensioners, the minister said those who had retired prior to 2001, would be given 20 percent increase in their pension, while those who retired after 2001 their pension would be increased by 15 percent. He said an increase of Rs 2,000 to Rs 3,000 in minimum pension would be made in the next fiscal year. The minister said in case of death of a pensioner, family of the deceased would receive an increased pension of 50 to 75 percent, he said.

The minister said the provincial government has decided to give medical allowance in addition to the pension to civil servants, adding that pensioners from Grade1-15 would receive 25 percent of pension while pensioners from Grade 16 and above would get 20 percent of their pension amount as medical allowance, he added. The increases would be effective from July 1, 2010 in pay and pension portfolio of the civil servants of Punjab, adding that Rs 54 billion have been set aside for this increase.BR
