Committee formed to ensure completion of IPPs by end-2009

ISLAMABAD: Ministry of Water and Power on Tuesday constituted an Oversight Committee to ensure completion of Independent Power Plants (IPPs) projects before December 31, 2009 to get rid of load shedding in the country from January 1, 2010, official sources told daily Times on Tuesday. The Oversight Committee headed by Secretary Water and Power would also ensure implementation of decisions and directives issued by the Prime Minister during his visit to the Ministry of water and Power on June 16, 2009. According to the official sources, a meeting Chaired by Shahid Rafi, Secretary Water and Power, discussed the ways and means to implement the Prime Minister\'s decisions and directives so that deficiencies in water and power sector are bridged. The meeting decided that the Ministry would implement all decisions and directives issued by the Prime Minister, in this regard the meeting asked the WAPDA and PEPCO to complete earliest the Mangla Upraising Project so that Prime Minister\'s visit at sight is finalised. Keeping in view the Prime Minister\'s directive the meeting also directed the authorities concerned that all power generation projects especially IPPs projects be completed according to the agreed schedule so that load shedding is eliminated totally from the country. In the meanwhile, the meeting asked the PEPCO authorities to announce in advance the load shedding schedule for convenience of the power consumers. The meeting asked the water and power officials to approach the Ministry of Finance for arrangement of finances for solar electrification of villages especially 300 villages in Balochistan and 50 villages in the province of Sindh. The meeting also directed Alternate Energy Development Board to ensure early completion of feasibility study for launch of waste to energy projects in the country. The meeting also decided that Prime Minister\'s directive of ban on use air conditioners before 11 am in all the federal ministries and divisions and departments to save energy. According to the official sources, to ensure smooth supply of power, the government plans to generate 2845MW power till December 2009. The power generation schedule for the current year consists of 6 projects based on oil/gas, which would generate 1304 MW power and 13 rental projects would generate 1541MW. According to schedule, the Atlas Power Project has to complete in June with total cost of $227 million that would generate 225MW and would use oil as fuel. Orient Power Project to be completed by July 2009 with cost of $170 million would help in generation of 225MW and it would use both oil/gas as fuel. The sources further said that the Fauji Mari Power Project would be completed by September this year with cost of $217 million and it would generate 202 MW and it would used gas as fuel. About 200 MW power generation capacity would be added to the system from completion of Nishat Power Project with total cost of $204 million. It would use oil as fuel. The oil/gas base Muridke (Sapphire) Power Project would be completed by Oct 2009, which would generate 225MW power with total cost of $169 million. sajid chaudhry
