Misleading shortfall figures: Prime Minister annoyed with Water, Power Ministry

ISLAMABAD (July 06 2009): Prime Minister Yousaf Raza Gilani was reportedly annoyed with the Ministry of Water and Power in the Cabinet meeting on July 1 for misleading him on electricity shortfall figures and thereby damaging credibility of the government, sources told Business Recorder. "Actual incidence of load shedding, both scheduled and unscheduled, contradicts the figure of 25 percent shortfall given by the Ministry of Water and Power," sources quoted Gilani as saying in the Cabinet meeting. A couple of days ago, the Prime Minister, while talking to children at a function in Islamabad telecast on television channels, had stated in a jolly mood that he was being given the report of \'all is well\'. Sources said that the Prime Minister was of the view that serious efforts should be made to revive the trust between the Water and Power Development Authority (Wapda) and the people so that credibility of the government improves. It was also considered imperative that line losses and leakages should be plugged so that the burden of pilferage is not passed on to the law-abiding citizens. In the Cabinet meeting, the Prime Minister invited attention of the members to the prevailing electricity crisis which had led to an alarming situation. The accidental damage to the transmission of electricity from Mangla a few days ago had further aggravated the situation. As such, the matter called for cognisance at the level of the Cabinet, sources quoted Prime Minister as saying. The Cabinet was briefed about the overall shortfall in electricity production. The details and impact of accidental event in Mangla power generation facility were intimated. It was stated that emergency measures had been initiated to restore transmission. Enhanced production in Tarbela had become possible owing to increased flow of water. This was likely to mitigate the sufferings of the people. The Cabinet was also informed that efforts were also being made to utilise the idle generation capacity of thermal units to manage the overall shortfall which was, however, dependent on enhanced gas allocation. The logistical problems concerning supply of fuel to generation companies were also highlighted. Various options for improving the supply of fuel were discussed. The Prime Minister emphasised the measures to save electricity, and directed that summary for the Cabinet regarding co-generation of 2000 MW by sugar industry may be put up urgently. According to reports, the Cabinet constituted a committee, to be convened by Adviser to Prime Minister on Finance with Minister for Water Power, Minister for Privatisation, Minister for Information, Minister for Labour, and Minister for Industries as members to look into electricity crisis in depth and make recommendations and take appropriate action for urgent resolution of the problem. The committee was directed to hold its first meeting at about 1800 hours the same day ie July 1, 2009, and to immediately inform the Prime Minister of the action taken by respective Ministries and Divisions to resolve the problem. Secretary, Ministry of Water and Power, Shahid Rafi and his team were to provide necessary assistance to the committee.
